When the tank is full, the fuel helps to reduce the amount of leakage. When you replace that hose, its a good practice to split the old failed hose lengthwise and use it as an out protective sleeve on the new hose.

It ended up being pin hole leaks in the hose that is downstream of the fuel pump housed inside the gas tank. Check the fuel pressure. Mine was supposed to be something like 62 psi. Actual was 34 psi. I am assuming your bike is fuel injected.
